Industrial Emissions Directive revision (IED) Position paper

This position paper highlights the significance of the Industrial Emission Directive (IED) revision, emphasizing its crucial role in curbing industrial emissions and promoting the adoption of Best Available Techniques (BAT) and emerging technologies.

Considering the European Commission’s revision text proposal, the Council General Approach, and the European Parliament mandate text, this paper underscores several key recommendations. These include advocating for a proportionate requirement for industries to meet the minimum of the Best Available Techniques Associated Emission Limits (BATAEL) range, with a call for individual assessments to prioritize efficient measures.

The paper also stresses the need to maintain existing sites’ imposed Emission Limit Values (ELV) until new BAT conclusions are released, urging a comprehensive study based on an updated Best Available Techniques Reference Document (BREF) revision. Furthermore, it emphasizes the importance of a pragmatic approach to the mandatory implementation of emerging techniques, advocating for their implementation to remain proportionate and contingent upon their maturity level.

The paper supports specific clauses from the European Parliament mandate, including the inclusion of environmental performance limit values and technology readiness levels for emerging techniques. With these recommendations, the paper highlights the practical and effective applicability of the future directive in the gas infrastructure sector.
